Why it matters now
Since October 2023, Part 2A of the Building Regulations has required anyone carrying out design or building work in England to have the skills, knowledge, experience and behaviours for it. Anyone appointing them has to take reasonable steps to check. For fire safety work, that check usually starts with training records.
The Regulatory Reform (Fire Safety) Order 2005 already expected responsible persons to use competent people. What has changed is how often someone asks to see the evidence.

Learners' records stay private
Buying places doesn't give you access to a learner's account, progress or results. Each learner can share their certificate with you, and anyone with the reference can check it online.
